Dolal Idd was a Somali-American man who was fatally wounded by Minneapolis police after he initiated an exchange of gunfire with officers on the evening on December 30, 2020, during a felony traffic stop in the U.S. state of Minnesota. The incident took place outside a Holiday gas station at the intersection of Cedar Avenue and East 36th Street in the city’s Powderhorn Park neighborhood, one mile (1.6 km) from the location where George Floyd was killed by a Minneapolis police officer on May 25, 2020. The manner of Floyd’s death resulted in prolonged local unrest and worldwide protests. Idd’s death was the first killing by a Minneapolis police officer since Floyd.

At the time of his death, Dolal Bayle Idd was a resident of Eden Prairie, Minnesota. He was finishing a three-year probationary period related to a weapons conviction and was taking classes at Normandale Community College. His last known address was his parents home in Eden Prairie.

In 2019, Idd had been convicted of illegally possessing and firing a gun in Hennepin County. According to the charges, in 2018 Idd had fired a gun in the shower of his parent’s Eden Prairie home as two children slept nearby. Idd was previously not allowed in the house as he scared the young children who lived there, and he was believed to have broken in through the basement. Police arrested him a few hours later when responding to a suspicious vehicle in a Bloomington parking lot. Idd was found in possession of drug paraphernalia and a stolen handgun. Idd had a misdemeanor conviction for carrying a gun in public in 2019, a felony theft conviction in 2018, and a felony drug conviction in 2017.

Idd’s death came as Minneapolis officials attempted to reform the city’s policing policies in aftermath of Floyd’s death and address a wave of violent crime. Idd’s death was the 83rd homicide in the city in 2020, a number that eclipsed the previous two years combined.

Shooting

On the evening of December 30, 2020, Minneapolis police officers pursued a vehicle containing Dolal Idd and a female passenger. Officers claimed they had “probable cause” in a weapons investigation and eventually surrounded Dolal’s vehicle at a Holiday gas station parking lot near Cedar Avenue and East 36th Street at approximately 6:15 p.m. In a chaotic scene captured on video, three police squad cars converged on Idd, who attempted to drive in reverse to escape before being blocked. Officers identified themselves as police and called for Idd to “stop your car” and put his “hands up”. Idd allegedly fired a handgun through his rolled-up window, which shattered the glass outwards with visible smoke. Someone then cursed and the officer approaching the vehicle ducked for cover. Two seconds later, officers returned over a dozen rounds of fire.

Idd died at the scene. The woman in the car with him was unharmed. Minneapolis police officers reported recovery of a gun.

Sources identified the Minneapolis police officers who fired at Idd as Darcy Klund, Paul Huynh, and Jason Schmidt. They were members of a special Community Response Team that responds to issues such as drugs and street-level crimes. No officers were injured in the December 30 incident.

Shot To Death & Cause

Minneapolis police have released bodycam footage of a fatal shooting by officers, the first death at the hands of police in the US city since that of George Floyd, a black man, in May.

The victim, Dolal Idd, 23, was a suspect in a felony and was stopped by police on Wednesday. He was also black.

Initial witness statements and police say Mr Idd fired first and was shot dead when the officers returned fire.

Minneapolis saw months of unrest after Mr Floyd’s death in police custody.

The protests spread across the US amid allegations of police brutality.

Mr Floyd died after a police officer knelt on his neck for nearly nine minutes.

Bodycam Footage

The footage from Wednesday’s fatal shooting, from the bodycam of one of the officers involved, was released late on Thursday.

It shows the officers’ cars blocking a white vehicle at a petrol station on the city’s south side, not far from where Mr Floyd died.

The police are heard shouting “Stop your car, hands up, hands up!” before shots are fired, including by the officers.

A female passenger in the car with Mr Idd was not hurt, police said, nor were the officers.

Minneapolis police chief Medaria Arradondo said a gun was found at the scene.

“When I viewed the video that everyone else is viewing – and certainly the real-time slow-down version – it appears the individual inside the vehicle fired his weapon at the officers first,” he said.

People including Mr Idd’s father Bayle Gelle gathered at the scene the following day, prompting fears of renewed protests.

“He was just sitting in the car, and bullets were shot at him, and no reason,” he said, quoted by CBS News.

“Why are we here?… Because of colour. He is a black man. We want to know why my sweet son gets shot and killed.”

City mayor Jacob Frey said he was committed to getting the facts and pursuing justice.

“We know a life has been cut short tonight and that trust between communities of colour and law enforcement is fragile,” he said in a statement.

“Rebuilding that trust will depend on complete transparency.”

Mr Floyd’s death in May led to calls for reform or even abolition of the city’s police department, but those efforts have stalled.

Investigation

The Hennepin County medical examiner’s office identified the deceased person as Dolal B. Idd, a 23-year-old Black man. An autopsy by the medical examiner revealed the cause of Idd’s death to be multiple gunshot wounds. The Minneapolis Police Department released a 27-second video from an officer’s body camera on December 31. A spokesperson for Minneapolis Mayor Jacob Frey said the city released the video footage to dispel rumors about the incident, and that the segment released had the clearest view of footage they had in possession. The state’s Bureau of Criminal Apprehension is responsible for the investigation of Idd’s death. The bureau said additional footage would be released when the investigation is closed.
